About the Symposium

In 2022, the Maryland General Assembly passed HB 459, the Juvenile Justice Reform Act (JJRA). This Act prohibits children under the age of 13, who commit an act, from being charged as a juvenile or an adult, unless the act is a violent crime or committed with a handgun. Since its implementation, the number of children detained in Maryland has been significantly reduced. Some argue that the JJRA does not go far enough as evidenced by ongoing efforts to pass the Youth Equity and Safety (YES) Act, which would end the practice of automatically charging children over the age of 13 as adults for violent crimes. Others argue that the JJRA has upset the adversarial system because of the limitations it places on the charging discretion of the State. Given the radical changes to Maryland’s juvenile justice system by the JJRA, all parties point to a myriad of challenges and issues that have surfaced since the JJRA’s enactment. This symposium brings together the Maryland legal community to identify, analyze, and discuss the issues that have emerged in the year since the JJRA’s passage.
