Performance Development Program Evaluation Form Updates
March 22, 2023 Sunday J. Jones, SPHR, MBAFor the 2022-2023 review cycle, the Performance Evaluation Form will be electronic and available March 30. The evaluation period is April 1-30 for non-exempt employees and April 1-June 1 for exempt.
University of Maryland, Baltimore’s (UMB) Human Resource Services (HRS) and Performance Management Project team have been working on redesigning and implementing updates to the Performance Development Program (PDP), UMB’s formal employee evaluation and development process. We are excited to announce a multiphased approach to improve the performance management process and tools, starting with the PDP and Performance Evaluation Form.
We are in Phase One of the project. Nearly 2,000 participants took the performance management assessment survey that ended Dec. 7, 2022. The survey results are being analyzed, and once finalized, those results will be summarized and shared.
HRS-Employee and Labor Relations (ELR) has made significant improvements to the paper (Word document) PDP Performance Evaluation Form. For the 2022-2023 review cycle, the Performance Evaluation Form is now electronic, resulting in an automated process that is user-friendly, efficient, accessible, and transparent. The contents of the PDP Performance Evaluation Form essentially remain unchanged.
In addition to making the Performance Evaluation Form electronic, we have added highly requested features such as spellcheck and have made the Performance Evaluation Forms accessible online for all eligible employees. Future phases of the project will take place over the next two to three years and may include the following:
- Further integration of UMB core values
- Further integration of equity, diversity, and inclusion principles
- Development of 360 review process for management
- Development of a succession planning process for management
- Enhanced training tools and resources for management and staff
- Integration into the new Human Capital Management system
Trainings for staff will continue through March 28 and for supervisors through March 29. If you have not done so already, please register for training using this link: UMB Performance Development Program
The electronic performance evaluation forms will be available through the online portal below, starting March 30:

The UMB Performance Evaluation Period is:
- Non-exempt: April 1-April 30
- Exempt: April 1-June 1
Performance Evaluations Due Dates:
- Non-exempt employees: April 30
- Exempt employees: June 1
PDP Evaluation Eligibility:
- For the 2022-2023 cycle, employees must have been hired by Dec. 1, 2022, or in their position for at least 120 days by the end of the cycle (March 31, 2023), and are either, Non-exempt, Exempt​, or Contingent II.
Tools and available Resources:
- Tools and resources will be available on the HRS-ELR Website UMB Performance Development Program and will be available on March 30, 2023.
