The Mental Health Association of Maryland's Paula Hamburger Child Advocacy Award winner for 2026 was alumni Judith Schagrin, LCSW-C. With over 30 years of experience in the child welfare system, Judith's career is one steeped in dedication to improving the lives of young Marylanders. Her efforts have enhanced public awareness about how a lack of resources for youth with behavioral health needs results too often in an over-reliance on Maryland's child welfare system. Her advocacy has promoted a better understanding across stakeholders and policymakers about the unmet needs of this population.
