In November 2022, two-thirds of voting Marylanders approved a referendum to legalize adult recreational cannabis as of July 1, 2023.

The 88-page bill that lawmakers have unveiled outlines how the state will structure its recreational marijuana market in the coming months. The bill sets standards and implements a thoughtful and strategic marketplace for how marijuana will be sold, regulated, grown, and processed in Maryland. It also lays out how commercial licenses will be allocated and creates a fund to help minority-owned businesses. Additionally, the legislature is addressing if and how criminal records should be modified.
