This week in Navigating Federal Orders and Guidance:

  • April 21: The National Institutes of Health issued a notice that requires award recipients — i.e., the University of Maryland, Baltimore (UMB) — to certify that, during the term of the award, they do not and will not operate any programs that advance or promote diversity, equity, and inclusion; diversity, equity, inclusion, and accessibility; or discriminatory equity ideology in violation of federal anti-discrimination laws. Additionally, they must certify that they do not engage in and will not engage in a discriminatory prohibited boycott. Acceptance of the award constitutes certification of these terms. The certification language applies to new, renewal, supplement, or continuation awards issued on or after April 21, 2025. (Read more on the Research webpage.)
