Quality Service Reform

The Institute for Innovation and Implementation has received a new 21-month award of $899,177 from the Maryland Department of Human Services to continue facilitating the state’s Quality Service Reform Initiative (QSRI).

The initiative is focused on revising the state’s payment structures for residential interventions serving children and youth, as well as establishing consistent care pathways, medical necessity criteria, provider qualifications, and quality measurement. The goal of this work is to ensure that children are placed in congregate care settings only when it is in the clinical best interest of the child.

The Institute team working on QSRI includes Deborah Harburger (PI), Kathryn Baxter, Jill Farrell, Michelle Zabel, Jennifer Lowther, Liz Manley, Rhona Little, Lauren Coleman, and Suzanne Fields.
