On May 6, 2025, Maryland Gov. Wes Moore signed House Bill 19 into law, marking a significant advancement for Maryland nurses. A key provision of the bill amends the Maryland health care preceptor tax credit, reducing the required clinical rotation hours from 100 hours to 90 hours. This was a much-needed change, as the benefit had been significantly underutilized, with only one registered nurse having received it.

As part of her Doctor of Nursing Practice (DNP) project, Theresa Di Seta, DNP '25, MSN, RN, NEA-BC, NPD-BC, assistant director of student placements for partnership development and community health, collaborated with District 46 Del. Robbyn Lewis to advance legislation aimed at increasing utilization of Maryland’s income tax credit for nurse preceptors. Di Seta played a pivotal role in the bill's success, securing support from eight professional organizations.

Di Seta also provided legislative testimony in support of the 90-hour amendment, offering firsthand insight into the challenges faced by nurse preceptors and the importance of making the tax credit more accessible. This adjustment was necessary because the original 100-hour requirement did not align with Maryland's Code of Maryland Regulations (also known as COMAR) or the clinical rotation structure of nursing school programs in Maryland.

By reducing the requirement to 90 hours, the credit becomes more accessible and practical for nurse preceptors, ensuring better utilization of this incentive. Di Seta advocated for the real-world implications of the benefit and contributed directly to its passage.

Maryland’s nurse preceptors will now have improved access to this incentive.

"This change will help support workforce entry and strengthen the pipeline of future nurses across the state," Di Seta said.
